DWR is using the Alternative Licensing Procedures (ALP) to prepare its license application.  DWR has engaged a collaborative process to consult with Federal and state resource agencies, Indian tribes, local organizations, non-governmental organizations, and other interested parties.  DWR believes the ALP offers the best opportunity to obtain input and feedback from a broad array of interests.  The ALP alternative under consideration by DWR is the Applicant Prepared Environmental Assessment (APEA) process.
